Obama ends ban on aid tied to abortion

WASHINGTON — President Obama on Friday struck down the Bush administration’s ban on giving federal money to international groups that perform abortions or provide abortion information. The move was welcomed by liberal groups and denounced by abortion foes.

The ban has been a political football between Democratic and Republican administrations since GOP President Ronald Reagan first adopted it 1984. Democrat Bill Clinton ended the ban in 1993, but Republican George W. Bush reinstituted it in 2001 as one of his first acts in office.

“For too long, international family planning assistance has been used as a political wedge issue, the subject of a back and forth debate that has served only to divide us,” Obama said. “I have no desire to continue this stale and fruitless debate.”
He said the ban was unnecessarily broad and undermined family planning in developing countries.

“In the coming weeks, my administration will initiate a fresh conversation on family planning, working to find areas of common ground to best meet the needs of women and families at home and around the world,” the president said.

Obama issued the presidential memorandum one day after the 36th anniversary of the Supreme Court ruling in Roe v. Wade that legalized abortion.

The Bush policy had banned U. S. taxpayer money, usually in the form of Agency for International Development funds, from going to international family planning groups that either offer abortions or provide information, counseling or referrals about abortion as a family planning method.

Critics have long held that the rule unfairly discriminates against the world’s poor by denying U. S. aid to groups that may be involved in abortion but also work on other aspects of reproductive health care and HIV/AIDS.

Supporters of the ban say that the United States still provides millions of dollars in family planning assistance around the world and that the rule prevents anti-abortion taxpayers from backing something they believe is morally wrong.

Both Obama and Secretary of State Hillary Rodham Clinton, who will oversee foreign aid, had promised to do away with the rule during the presidential campaign.
Clinton said Friday evening that Bush’s policy made it more difficult for women around the world to gain access to essential information and health care services.

House Speaker Nancy Pelosi, D-Calif., said the move “will help save lives and empower the poorest women and families to improve their quality of life and their future.”

House Minority Leader, John Boehner, R-Ohio, said, “Coming just one day after the 36th anniversary of the tragic Roe v. Wade decision, this presidential directive forces taxpayers to subsidize abortions overseas — something no American should be required by government to do.”

Some were held on the edge of the river and did not dare to cross. Others dared to enter in it, but were taken by the wild waters. Other sheep crossed bravely without any fear and went to the other side.

Our Lady made me understand that the sheep represented each person in particular. Some will stop during trials in the life and no more walking along the path indicated for it. Others had little faith. They say that believed, but after, when the problems arrived they despaired and allowed them to win, moving away from God. Other blindly relied on the mercy and protection of God and walked facing the trials in the life, fighting, dealing with the obstacles and problems, renouncing to sin, to the wrong and bad things, without ever been subordinated or discouraged.

You do not want to carry the cross for the love of Jesus? Do penance. Repent of your sins. God sends Me back to earth to draw all humanity to conversion. Against the unjustified fear of the devil, we present an extract of the life of St. Teresa of Avila (Chapter 25, 19-22). It is an encouraging passage, unless we ourselves voluntarily open the door to the devil ...

If the Lord is so powerful as I know and as I see, if the demons are no more than slaves, and that my faith does not permit me to doubt, what harm can they do if I am the servant of the Lord and King? Then why I cannot say - to feel strong enough to face the whole hell?

I grabbed a cross between the hands and it seemed that God gave me the courage necessary. Soon, I was so transformed that have no longer afraid of falling to the arena to fight them all, and shouted to them: "Come here that now, being a servant of the Lord I want to see what you can do to me!"

And it seems they had the same afraid of me because they let me quiet. Thence they did not bother me again and I did not worry I had no more fear of demons, to the point that when they come, as I explain below not only was not afraid of them but really had the impression that they are who were afraid of me.

The Sovereign Master of all things gave me such sovereignty over them that today; they do not put more fear than the flies. They are so cowardly that when they are discarded, they lose the courage.

They only attack frontally those they see that easily surrender, or when the Lord allow in order that, with the persecution struggles, his servants gain merits.

What pleased to His Majesty, is that we only have afraid of what it should be afraid, bearing in mind that only a venial sin affects us more than the whole hell and this is the true reality.

You know when the demons are manifested and should cause us fear? When we care about the honors, the pleasures and the wealth of this world.

Then we, loving and seeking what we should bored, put in their hands the weapons with which we could defend, and encourage them to fight against ourselves, for our greatest loss. It is a pity for me to think about this because, simply just grabbing us firmly on the cross and despise all things for the love of God, for Satan to escapes these practices, more than we shirk the plague.
